Coming up very soon, and with Mod 21, very close on the Horizon, the NWN Team have been provided with an opportunity to chat with the Neverwinter Devs from Cryptic Studios.

So I can mostly answer that for you now. Macros via programmable Keyboards and mice are already considered to be a breach of ToS. I completely empathise with players that have Dexterity issues and such, being disabled myself. I will bring this question to the team for hopefully a further confirm however.
